Currently in his 14th year at the University of South Florida, Associate Director of Athletics Steve Horton is responsible for the management of all USF's NCAA and BIG EAST Conference compliance activities, including eligibility, recruiting, and financial aid.  Horton is also involved in a number of additional areas, including football scheduling and game contracts.  In addition, he is the sport administrator for the men's and women's tennis teams, and serves as Chair of the BIG EAST Conference Tennis Committee.

Prior to joining USF in 1998, Horton spent two years as an outside consultant with the University of Texas-El Paso, assisting with the school's overall compliance efforts and directing its 1997 NCAA Committee on Infractions appeal.

From 1988-96, Horton was Assistant Director of Athletics at Virginia Tech.  Having just been sanctioned by the NCAA, Tech hired Horton to establish a comprehensive compliance system to ensure the University's adherence to NCAA rules and regulations.  In addition to his compliance responsibilities, Horton served as the sport administrator for Virginia Tech's tennis, swimming, wrestling, soccer and volleyball programs, and he assisted with football game day operations. Horton also spent part of his tenure at Virginia Tech supervising the marketing and promotions area.

Before joining Virginia Tech, Horton was a Legislative Assistant for the NCAA in Kansas City from 1986-88. He also worked in the sports information and ticket office areas for the University of Georgia Athletics Department in the early 1980's.

Horton earned a bachelor's degree in journalism from the University of Georgia in 1971 and a master's degree in physical education with an emphasis in sports management, also from Georgia, in 1985. He attended the Sports Management Institute at the University of Notre Dame and the University of Southern California in 1992-93 and has also taken additional graduate work while at Virginia Tech.

Horton and his wife, Diane, who recently retired from the USF Office of Undergraduate Admissions, reside in Tampa.
