TAMPA, AUG. 18, 2017 – USF Director of Athletics Mark Harlan announced today a reorganization of the USF Athletics senior administration that will strategically position the program for future success.
 
"I am excited about the moves we are announcing today," USF Director of Athletics Mark Harlan said. "The changes that will result from these moves will provide tremendous support for our nearly 500 student-athletes and coaches as they pursue excellence."
 
Current Senior Associate Athletic Director for Compliance Marquita Armstead will move into a new role as Senior Associate Athletic Director/Senior Woman Administrator. In this role, she will be responsible for oversight of USF Athletics units for Academic Services, Sports Medicine, Strength & Conditioning, Student-Athlete Enhancement and Compliance as well as overseeing student-athlete services such as financial aid, housing, and drug testing. She will also have oversight of Athletics Council and USF's Title IX compliance. Armstead will become the primary sport administrator for the women's basketball program and will serve as a secondary sport administrator for the football program.
 
USF is in the midst of a national search for a new associate athletic director for compliance.
 
"Marquita will be a very strong leader for all our student-athlete services," Harlan said. "She did fabulous work installing new systems and efficiencies in our compliance office and we are excited that she will continue to apply her skills to advancing our support services for student-athletes."
 
Current Athletics Chief Financial Officer Yulander Wells will move into a newly developed position as Senior Associate Athletics Director for Administration, a role in-part focused on strategic planning for Athletics and oversight of key infrastructure projects. Wells will oversee Athletics' units of Equipment and Information Technology as well as management of USF's Under Armour relationship, football scheduling, and game contracts. He will also be the sport supervisor for Baseball and Men's Soccer.
 
"We have some very big projects and strategic goals in front of us and Yulander will greatly benefit our ability to pursue those effectively and efficiently," Harlan said. "He has done a tremendous job of reorganizing our business office and finances, and his leadership will now help up us realize our strategic vision and what we want USF Athletics to look like down the road."
 
Harlan has named Kevin Toso as Senior Associate Athletic Director/Chief Financial Officer. Toso will transition from his current role as Executive Director of University Budgets & Reporting at USF to work in Athletics. A graduate of USF, Toso has worked for the university since 1993. In his new role in Athletics, Toso will oversee the Business Operations unit and The Claw Golf Course as well as manage Athletics financial relationship with Sun Dome, Inc. Toso will oversee audit coordination, operational budgets, travel operations and all financial reporting for USF Athletics.
 
"Kevin has over 20 years of experience working at USF and has served in a senior leadership role in financing on the academic side for many years," Harlan said. "He brings a tremendous background in both finance and the operations of the university as a whole and will be a great asset for USF Athletics moving forward."
 
Executive Deputy Director of Athletics Barry Clements has also shifted some duties in his portfolio as he assumes oversight of Human Resources, capital projects, and the TBEP/Sun Dome Board. Clements also added the role of secondary sport administrator for football.
 
About USF Athletics
USF Athletics sponsors 19 varsity men's and women's teams that compete in 11 different sports, 18 at the NCAA Division I level in the American Athletic Conference. The Bulls' athletic program celebrated its 50th anniversary in 2015, having begun with a men's soccer contest in 1965. Nearly 500 student-athletes train and compete in the athletic district located on the east end of the campus in Tampa, Fla. The Bulls have claimed 12 American Athletic Conference team titles since joining the conference in 2013, including four in 2016-17, and own 109 conference championships overall. Ten USF programs reached national post-season competition in the 2016-17 season and nine were ranked in the Top 25 nationally. The Bulls posted a program-record 86 percent Graduation Success Rate (2016) in the last reporting, logged an annual department grade-point average over a 3.0 for the second straight year and saw 106 student-athletes earn their degree during the 2016-17 academic period.
